"Mr. Delaa's current high risk for sexual recidivism cannot be managed in the community setting without exposing the public to risk of harm," Hashman said.

"His condition may, however, be manageable in the long term if he is afforded a comprehensive sexual offender treatment program," the doctor said.

Hashman, head of forensic psychiatry with the Calgary Health Region, is testifying at a hearing to determine if Delaa should be declared a dangerous offender.

Crown prosecutor Christine Rideout wants such a designation so the sex offender can be locked up for an indeterminate amount of time for the rapes of two city women.

During his testimony, Rideout put to the doctor a series of other allegations, including an incident in which Delaa forced a woman to the floor by grabbing her hair when she refused to have sex.

Delaa -- whom Parken has labelled a high-maintenance and at times disruptive inmate -- made the claim in 2005, after he was assigned to a Lethbridge unit for several months.
